Upgrade to NC CARES (August 2017)

The North Carolina Child and Adult Care Food Program (CACFP) is upgrading its NC Cares computer system in July 2017. Changes will affect all institutions participating in the program.

Additional information regarding the system upgrade will be shared with institutions via email and on this page in the upcoming weeks.


    • Due to software issues, the NC CARES system upgrade has been postponed to Monday, August 14, 2017.
    • July claims must be submitted by midnight August 7, 2017 or after August 13, 2017.
    • NC CARES will be closed August 8-13, 2017.
    • The go-live date is now August 14, 2017.

Institutional Preparations

  • You must report your NCID to the CACFP State Agency through the two action steps mentioned below. If you already have an NCID that you use for other state programs, it must still be reported to the CACFP State Agency in order to have access to the upgraded system.
  • If you have not already met the June 16th deadline for submitting your NCID through the User Access Request Form mentioned below, please complete the form NOW. There may be a delay in having access to NC CARES until your NCID can be added to the system.

There are two actions institutions must take immediately.

  1. Obtain an individual NCID - Make sure all persons who need access to NC CARES have or obtain an individual NCID. An NCID can be obtained at https://ncidp.nc.gov/ncidsspr/. Be sure to select the "Individual" user type button when requesting access.

  2. Provide the NCID to the state agency - NC CARES User Access Request Form.

The deadline for obtaining an NCID and reporting it to the state agency was June 16, 2017. Please provide your NCID as soon as possible to avoid increased delay in accessing NC CARES.


Below is a list of some of the changes you can expect with the upgraded system.

  • On-line support and field help for site level and provider claims for all programs
  • Built in claims edit checks to ensure accurate claims submission
  • Built in application edit checks to ensure accurate data entry on all application forms
  • Improved system security by implementation of North Carolina Identity Management (NCID) For NC Cares access. NCID is the North Carolina standard identity management and access service provided to state staff and state business users, and will replace existing NC Cares user ID.
